Join Ratelimits #160

Implement join ratelimits, other ratelimits will probably follow later in other PRs.

[x] figure out why high amount of messages (Verified Bot) don't work as they should
[x] How to handle unlimited with this? Can I somehow make an endless channel?
[x] Is this new WriteBufferSize good?

Coverage increased (+0.2%) to 97.911% when pulling d9ed73f8a34845284ffc2ce80e7431b93843a7de on ratelimits into 32e2218d5f29b60ecc110d6895ebff7d1fa5150e on master.
