Move version info to version.py #55

This makes it so the code matches GitHub. Since changes have come in post 1.3.0 I have set the initial version to 1.4.0 (aka, the next release)

Other than the cut delimiter error, everything else looks good to me.

The \ is an escape character so the ’ can be in the middle of the puppet parameter.
