Migrate upgrade script to package and update logic #72

The logic of the scritp was updated to account for the fact that PiWeatherRock will now be installed via pip3 instead of via a git clone. The readme was also updated as part of this packaging work

@metaMMA If you have time to look at the modifications to the upgrade script I would appreciate your thoughts.
