Add a page which solely explains the format specification for SRGD files #1

This is described as something we have in the paper, and should be reflected accurately by having a resource on the page. The tool help has a starting point, but it should be formalized and written up to be as clear as possible about what is expected.

Also note that the first draft of Dori's TGIS paper contains a detailed explanation of the file format (along with the document Dori wrote earlier).

:+1: this would be really helpful. I'm developing Keemei, a Google Sheets plugin to validate tabular bioinformatics files, and was planning to add support for validating SRGD files.

In the meantime, could you please point me to the latest/most complete description of the file format?
