By "actions" I'm refering to things like the "All lights on" module that turns on the entire group of lights. These are the items listed under the play button that is circled.

Set up your default dashboard screen (the first one) to contain an executable module like "Group lights ON"
Set up your second dashboard screen to have an executable module as well
Load HG for Android fresh
Tap the "play" button that is circled

Swipe to another screen
Swipe back
Tap the "play" button that is circled
The options are now displayed
It appears that whatever loads the list of executable modules happens on swipe, when that dashboard screen loads, but does not happen when the application first loads.
