We currently have a set of files in external/ that are used for testing and used to be used more seriously in installation. The naming of these files can lead to confusion to users who use GH search to find files.
[ ] the installer should be fixed to require grabbing the most current remote metadata files, regardless of what is has locally (or at least make that an explicit override as developing on airplanes happens more than it should)
[ ] make the "testing" use of the files--which need an unchanging target--more clear (by naming or moving) and to decouple that from whatever installation hangover there is in the old install script
