Create link outs to ECO pages for evidence codes #583

For annotation tables, it would be nice to link out to ECO for each of the evidence codes. Right now, there is just text with no way for users or curators to find out more about what the code means.

Note that we also want to link out to ECO from the Noctua form, so curators can get more information on evidence codes while curating, if needed.

This would require a new cell renderer to assemble the evidence_type with the evidence and linker to create the link out.
