Matrix rules, some exceptions being ignored #593

RUles have

GO:0006520. GO:0006281 PANTHER:PTHR10277

but these are reported as violations:

@ValWood To clarify, AmiGO itself only has the /matrix tool. Is this in reference to the reports in the pipeline (https://github.com/geneontology/shared-annotation-check)?
