Add a new 'qualifier' - located_in (to be interpreted as GP to CC relationship). This is actually an RO relation (http://purl.obolibrary.org/obo/RO_0001025) This should replace the default relation GP-CC relation in GPAD / OWL translation.

How do we go about: specifying that this is a qualifier? (@cmungall) Adding support for it to Protein2GO (@tonysawfordebi)
