Update annotation-contributors.md #373

Updated current contributing groups, more or less meaning they have made non-IEA annotations in 2021 or 2022. Moved some dormant groups to the past section. May have missed some.

Not sure about the DisProt or IGS groups, as they don't contribute annotations?
