This is a draft for the GPAD specs. Do not publish/push until specs are done and this has been reviewed.

@pgaudet this will be the public- facing page for GPAD 2.0, it still needs review and needs to be linked back to go-annotation/specs/gpad-gpi-2-0.md, etc.

Feel free to modify this as needed.
