I have never been sure if CPSF complex is part of export, or just an upstream process required export. I know the tail is important for export and mutants in CPSF block export but would we annotate this to export itself?

This is an issue of pathway / process boundaries, and the Reactome view, for better or worse, as laid out in the annotation of the whole pathway "Transport of Mature mRNA Derived from an Intronless Transcript" R-HSA-159231 is that R-HSA-77594 is one of its required parts.
