Obsoletion notice: GO:0019426 bisulfite reduction and GO:0019419 sulfate reduction

The proposal has been made to obsolete

• GO:0019426 bisulfite reduction, because it is only defined by an obsolete MetaCyc, no annotations, and
• GO:0019419 sulfate reduction: because it has the same meaning as 'GO:0000103 sulfate assimilation'. There are 3 annotations by ComplexPortal and TAIR and 2 InterPro mappings: https://github.com/geneontology/go-annotation/issues/4856
