Make target for adding rdfs:isDefinedBy relationship between named individuals and their models. #12

This allows query of data from a particular model. In particular it should make it feasible to loop through models and output GPAD data. This change introduces a dependency on the Jena arq tool to run SPARQL construct on model files.
