Based on your proposed definition, and on what I found online, I was unsure as to classify ‘dinoflagellate apical horn’ as part_of ‘dinoflagellate apex’ or rather as a type of apex that is horn-shaped. I’d opt for the latter though, see e.g.
“A prominent apical extension of the cell formed by apical plates; it is a feature only found on thecate species. In these species, the apical horn constitutes the apex of the cell (Steidinger and Tangen, 1996).”
If you agree with this, I would create the term as
GO:NEW dinoflagellate apical horn is_a dinoflagellate apex (to be created; would be part_of ‘dinoflagellate epicone’ and defined as “The anterior most point of a dinoflagellate epicone.”) Def: A horn-shaped dinoflagellate apex found only in thecate species.

Please add new term "Apical horn". The definition is a protrusion from the dinoflagellate apex. It should be a part of the apex or a feature of the apex. The dinoflagellate morphology reference I gave before should include an apical horn.
