The placement of astrocyte activation is probably OK: several papers, including those cited for the definition of GO:0048143, indicate that astrocytes contribute to the regulation of immune processes in the central nervous system. For example, they can secrete cytokines, express MHC Class II molecules, and may present antigens.
So although astrocytes do not circulate, they can be said to fit a broader concept of 'immune cell'.

Astrocytes are glial cells (only exist in the brain and support neurons; they are not found in the blood), so they are currently mis-classified as immune cells.
