Hi,
I just went to a transcription meeting. Someone did talk about all Pol III transcription units as basically acting as boundary elements. I'm not sure they said anything about TFIIIC binding and having this function separated from Pol III transcription units. I'll check my notes and comment further.

This is a quite big pombe paper (Cell). It was from the groups of Shiv Grwel (works on chromatin mediated silencing) and Rich Maraia (works on TFIIIC, in fact isn't he a cerevisiae person, you probably know him)
I haven't got it here but I'm pretty certain this occurred outside of polIII transcription units (I.e TFIIIC complex (without RNA pol III ) was detected in the regions of the promoters of Pol II transcribed genes).
However, it probably isn't known at present whether this is a general phenomona
