astrocyte terms #3719

The astrocyte terms need to be cleaned up a bit. We have terms for the development of specific astrocytes in areas of the brain, but no terms for genral astrocytes under the astrocyte differentiation term.

Added astrocyte fate commitment GO:0060018 and moved the forbrain specific terms from directly under cell fate commitment to this new term.
