OK, I've improved the definition.
From a quick google, it looks like (a) found only in glaucophyta holds up. (Also, I got the impression that cyanelle = plastid that has_part peptidoglycan is just as definitive as has_part cyanelle thyalkoid.)

Current def:
Plastid type found in Glaucophyta having unstacked thylakoid membranes bearing phycobilisomes; cyanelles are bound by a double membrane and a peptidoglycan layer. [source: ISBN:052131687]
Issues:
* the genus of the def shouldn't say "type". Just "plastid found in...." or "a plastid which is found in..."
For now we are assuming (a) and TaxonGOLinksFile.obo contains the following:
[Term] id: GO:0009842 name: cyanelle relationship: only_in_taxon NCBITaxon:38254 ! Glaucocystophyceae
Also:
for cc_xp_self I think we can give N+S conditions
cyanelle = plastid that has_part cyanelle thylakoid cyanelle thylakoid = plastid thylakoid that has_part phycobilisome
