We can't add "regulation of gene expression" or "negative regulation of gene expression" because there is no generic term for "gene expression."
If there were, it would have to encompass not only transcription and translation, but also lots of other processes that can influence the level of mRNA or protein present in a cell, such as mRNA turnover/stabilization/degradation, protein stabilization/degradation, and so on. In short, it would just be too vague.
On a pickier note, the wordings "regulator of" and "repressor of" are better suited to molecular function terms than biological process terms, but the same reasoning (too vague) applies, so we won't add function terms either.
