From the paper, and my (admittedly rudimentary) understanding of hematopoiesis, it's the hematopoietic stem cells that proliferate, so we should use "hemopoietic stem cell" (exact synonym: "hematopoietic stem cell") in the term name and definition consistently.
Apart from that, I don't see any problem with adding a new term. I've emailed Alex Diehl at MGI for his comments, especially on parentage.

Hi, would it be possible to create a GO term hematopoietic cell proliferation (based on data from PubMed=15889140), that would link GO:0008283 cell proliferation to GO:0030097 hemopoiesis.
Definition: The multiplication or reproduction of hematopoietic stem cell, resulting in the expansion of a hematopoietic cell population. Hematopoietic cells will differentiate into myeloid and lymphoid cells.
