pre-BCR complex #7401

New term needed for pre B-cell receptor complex. Needed for CL cross-product definition and probably a good idea to include in the GO anyway:

Notes to GO editors about term placement for "pre-BCR": Despite the word receptor in its name, the pre-BCR is not a receptor complex, as it appears to simply provide a low level of signal not dependent on a ligand, but rather simply on correct assembly of the complex as a measure for correct Ig heavy chain recombination and folding. Thus the pre-BCR is a "protein complex" rather than a "receptor complex".

Also, a significant proportion of pre-BCR complexes fail to reach the cell surface, and may rather provide their signaling function from the trans-golgi network in some cases or lysosome. Thus, the pre-BCR is a "membrane part" rather a "plasma membrane part".

Thanks for the placement notes... I've also added them to the comment section for the term so it doesn't get moved inappropriately later on. Also tweaked the definition ever so slightly since it's not always in the plasma membrane: 'An immunoglobulin-like complex that is present in at least the plasma membrane of pre-B cells.....'
