Hi Yasmin,
I don't think 'ternary complex' or 'ternary complex formation' is a useful term. Just knowing that complex contains 3 components doesn't give much information, especially since in this case one of the components is nucleotide sequence.
Looking at the paper, I would annotate SOX11 to: protein-DNA complex ; GO:0032993 | IPI with POU3F1 (OCT6), (and IDA) protein-DNA complex ; GO:0032993 | IPI with POU3F2 (BRN2), (and IDA)
