GO:0016168 chlorophyll binding current taxon restrictions excludes the photosynthetic algae

Please may you amend the taxon constraint for GO:0016168 chlorophyll binding as it currently excludes the photosynthetic algae (PMID:11226340)

Changed all thylakoid/chlorphyll/photosynthesis taxon restrictions to 'never_in Metazoa' to allow for photosynthesising algae.

Did it this way rather than adding another restriction to the current 'only_in taxon union' stanzas, because many of the algae are direct children of 'Eukaryota' in the taxonomic tree, and the main point of the taxon restrictions are to ensure that animals aren't annotated with photosynthesis terms.

Also removed redundant restrictions, where a restriction is already in place for the parent.
