Hi Karen,
Recent articles suggest the terms are overlapping, in that the cortical ER (synonym: peripheral ER) includes both the flat cisternae and the curved tubules:
PMID:16469703 The peripheral ER consists of a network of membrane tubules connected by three-way junctions. It also contains membrane sheets (cisternae)
PMID:20434336 The cortical ER is an interconnected network of flat cisternae and highly curved tubules sharing a continuous lumen.
I don't know if non-cortical ER includes tubules too. I've emailed Reactome for their knowledge.

I would say that "cortical endoplasmic reticulum" is a specific type of "endoplasmic reticulum tubular network".

What's the difference between these two terms? I'm wondering if they are just 2 names for the same thing.
GO:0032541 - cortical endoplasmic reticulum Def: A cortical network of highly dynamic tubules that are juxtaposed to the plasma membrane and undergo ring closure and tubule-branching movements.
GO:0071782 - endoplasmic reticulum tubular network Def: An endoplasmic reticulum part that comprises the membranes with high curvature in cross-section.
