Load WB data from temporary location; must revert once FTP contains correct data #51

To address the data issue reported here: https://github.com/geneontology/go-releases/issues/46

Kimberly sent the GAF file directly to GOC, as the WB FTP site did not get updated within the required timeframe.

This should be fixed shortly, we should be able to load the WB data form its normal location soon, see (https://github.com/geneontology/go-site/blob/master/metadata/datasets/wb.yaml
