Consider adding 'cell population proliferation' shape with required AE #226

'cell population proliferation' was going to be made 'do not annotate', but the thinking was that it would be okay to keep the term, but annotations must have an extension:

The extension could be 'acts on population of' which still needs to be included in RO: https://github.com/oborel/obo-relations/issues/344

As you say, I thought we could keep it if we used it with an extension.
