Update source of WB gaf in wb.yaml #479

I would like to update the source of the WB gaf in the wb.yaml datasets file to be:

ftp://ftp.wormbase.org/pub/wormbase/species/c_elegans/PRJNA13758/annotation/go_annotations/c_elegans.canonical_bioproject.current.go_annotations.gaf.gz

This URL will always have the file corresponding to the latest WB release.

Just want to double-check to make sure this is all okay from Berkeley's POV.

@cmungall I wouldn't see an issue with this.
