set default location for pipeline produced blazegraph version of go-lego #304

The shex validation system, as implemented in minerva, requires a blazegraph journal containing go-lego (which contains the gene entities from neo). This will eventually be a stable pipeline product at a stable location. When that is done geneontology/pipeline#35 (comment) , we can update the default location (currently stuck in code for BlazegraphOntologyManager but could come out into a config file). Close this ticket when the pipeline stabilizes on a location for this file. (Current default is http://skyhook.berkeleybop.org/blazegraph-go-lego.jnl.gz )
