(Re)add sar-cov-2 GPI to NEO load #85

This is a conclusion to some of the confusion around #80.

To close this, we'll re-add the sars-cov-2 to the NEO load, and figure out what we need to do to get it to stop conflicting w/ecocyc (if that's still an issue).

Re-add completed; can test once pipeline is under a little less load.

Now passing. Okay, I guess I've been misremembering https://github.com/geneontology/neo/issues/80; ecocyc and goa_sars-cov-2 were not in conflict, but rather the larger file that we were trying to add there.
