Form to take "focus" arguments #93

The completion of this form is the addition of a mechanism that will load the contents of a given individual-as-annoton from a model as the current edit in the form.

This is necessarily dependent on the mechanism in https://github.com/geneontology/noctua/issues/599

Apologies. Essentially, we would want to be able to have an additional argument so that we could jump from an external location (say the graph editor) into the form with a specified annoton already loaded and ready to go--the focus. This would allow easy edits without having a user jump over and need to search for what they want to edit.

I'm not sure what you mean by local storage. The action here would be the addition of such a parameter to the form. The workbenches already allow larger parameter sets. For example, in the graph editor, click on the green box of a collapsed individual and scroll down to the "Component companion". You can see that is has more parameters than model ID, which are interpreted by the companion.
