Not knowing that @ukemi was going to make a ticket, I hit the 'save' in the banner in the form view a couple of times and it seems to have finally 'taken'. Although that solves the immediate issue, we need to keep an eye on this. I found that switching to the graph editor and saving did render the model saved in the landing page, but the form editor still said it was not saved, prompting me to try to save in form view again.
@ukemi @hdrabkin That's quite a model. Were your save attempts entirely in the graph editor?
When I saw it was not saved (original curator didn't notice that his edits weren't saved), I tried in the form first. Didn’t work so switched to graph and did save it successfully there. However, then went back to Form, a that's where banner said needed to be saved even though on the landing page it was marked saved.
@hdrabkin Great--thank you for the clarification. I'm going to bump this over the to for tracker for evaluation.

FWIW, today, changing a Dev to Prod, I had to do it multiple times before the landing page finally showed I had changed it. Each time I went back to the pull-down to change, it had 'Development' rather than Prod, even after changing and then saving. I noticed that the page did not seem to 'blink' after a save. However, the save that worked 'blinked' after I tried again and that was the one that seemed to work.
Closing for now. We can open a new ticket if there are future issues with Save.

When we do, it looks like it saves and then reverts back to unsaved.
