Uses latest (2021-03-27) go_cam_mgi.gpad file.

Also now handles emitting comments from annotation properties as detailed in geneontology/gocamgen#87.

@ukemi There were no errors in the gocamgen translation report. Attached is the GO Rules validation report: go_cam_mgi_20210329.report.txt
