Full regen of MGI; First load of wb_oa_3.gpad #188

Drop and reload of 13489 MGI models. Overwrite of 155 WB models from wb_oa_3.gpad. Any pre-existing WB models for genes not annotated in wb_oa_3.gpad were untouched in this commit.

Fixes missing Assigned By issue geneontology/gocamgen#89. Adds gene symbol to model title - geneontology/gocamgen#90

No errors during gocamgen translation for either MGI or WB.
