Add ability to search for existing annotations for each GO term added

Curators would like to be able to search for existing annotations every time they add a GO term, e.g. a second BP 'part of' a first BP.

@tmushayahama can we add the ability to search existing annotations in the other actions menu outlined below?

@pgaudet I am working on this soon. The functionality is available, but it is not saving. So the problem is better problem now

@vanaukenk There is a work around: you add the ROOT, and they you can use the Search annotation function.

However this is not optimal.
