Add model incompleteness reporting as part of general QA/QC framework

Examples:

• functions that lack occurs_in or enabled_by
• Assertions that lack evidence
• Models that lack processes
• Models with ClassAssertions to a deprecated class (#279)

Not sure if this should be in js and directly executable from noctua, or a server-side check

There's a fair amount of mechanism client-side already for things like this, might be worth looking at client first, unless there is pressing need on server (although, on the server, there might be all sorts of cool reasoning stuff you could do...).

I think ultimately this may require the ability to query all models using some sufficiently declarative language
