Revisit and improve the loader for loading noctua models loading into AmiGO / GOlr #275

We would like to revisit the noctua model loader in minerva (and possibly epione) to enable more features and make the current features more usable and stable.

Although a lot of the manifestations will come out in Noctua, the main code will occur in AmiGO and Minerva.
