Explore using the ShEx to define a subset of RO that can be used in Noctua for GO #655

This is following up on a discussion from the 2020-02-29 gocam specifications call.

Given that we are defining, in the ShEx, the relations that curators should use in GO-CAM models, it would be nice to limit the RO relations available in Noctua, perhaps by tagging those relations as a specific subset.

Thanks @goodb - yes, this idea has been floating around for a while. Would be great to see it gain more traction.

We should double-check that relations in the RO Noctua subset and the ShEx completely match.
