There is a problem with primary annotations with evidence code IKR (+NOT): we should NOT propagate IBA (positive annotations) for leaves that have NOT annotations.

Behavior should be the same as when there is a NOT IDA.

I think the task is to load IKR in PAINT, and all NOTs should be treated the same way.

Can we address the NOT issue? A NOT should block propagation regardless of evidence code.

There are a number of issues here:

PAINT client now supports experimental IKR to leaf
What is the expected behavior, if leaf has annotation with qualifier that is not same as IBA? All types of qualifiers have to be handled

@pgaudet, can you discuss during next annotation meeting.
