Fix transport direction with ChEBI bug in Reactome #277

For #270.

This now distinguishes location-specific individual IRIs in transport reactions by incorporating the input/output Reactome IDs instead of the small mol ChEBI ID. Explained further in https://github.com/geneontology/pathways2GO/issues/270#issuecomment-1689057381.
