Move go term / taxon table into GO pipeline #149

From the talk from @dustine32 today, we'd like to look into dropping the creation (and release/support) of the go term / taxon table into the GO pipeline, as it's generally usable and possibly v/useful for QC/QA.

This might be a nice little introduction to GO pipeline development as well.
