Currently, while traditional annotation is available as GO-CAM in TTL as part of the pipeline releases, internally curated files (i.e. models from geneontology/noctua-models/models) are not. These should be added to the releases.

Indeed but the TTL archive from https://github.com/geneontology/pipeline/issues/138 is a computational merge of all the TTLs (from memory using a Jena tool). They are therefore a bit different from the original TTLs hosted on GH. Quite possibly we want both in the release, so that a user can download individual model or the whole TTL archive.
