(Some?) ontology builds fail due to upstream changes in tzdata setup #321

There was apparently an upstream change in the way the tzdata package is handled in Ubuntu and this has stopped up most pipelines (anything that builds the ontology) for a couple of days.

Okay, this may have just been one pipeline (go-ontology-dev) that managed to starve everybody else. Looking more into this as I test fixes there.

It looks like go-ontology-dev builds now.
