Switch noctua-models GitHub checkout to be the same as the ontology checkout #335

We have just started seeing checkout failures similar to the ones we used to run into with the ontology.

Near term, we'll switch to using the same checkout strategies we have for the ontology. Farther out in the roadmap, we're moving away from GH as the primary offline store.
