Get GO release attempts started after next successful snapshot containing SGD annotations

Task is for @suzialeksander to make sure that all SGD annotations in the release products are as expected from the stats @pgaudet posts at the release attempt.

FYI @suzialeksander you can compare AmiGO (contains the normal release) with https://amigo-staging.geneontology.io/amigo
