I've just started the process of trying to understand why, starting last week, we are no longer able to access files from the host ftp.ebi.ac.uk (https://github.com/geneontology/pipeline/issues/361). As part of debugging, I took a look at onestop.lbl.gov and checked that host. It looks mostly fine, but I see one red tick with "filter: YES". Does this mean that LBL is blocking or filtering this host for some reason, or is it some other metadata?
@alexsign I also wanted to just tag you on this. I'll continue here (and email you) is LBL says it's not them.
@alexsign LBL confirms that the block was on our side; currently lifted and they are trying to figure out what happened. There is apparently traffic from that host (rather 193.62.193.165) that is trying to reach into the LBL network and got shut out because of it.

This has been resolved
In a recent discussion (w/ @sierra-moxon and @dustine32 ), we have discovered that GOA files (e.g. https://ftp.ebi.ac.uk/pub/databases/GO/goa/MOUSE/goa_mouse.gaf.gz) no longer resolve from inside the LBL VPN and from on the LBL site and network.
We have confirmed that the files are generally available from anywhere not listed above.
