noctua-models-migrations makes use of snapshot, rather than "NEO" #363

We found an issue where the obsoletion process in the noctua-models-migrations pipeline uses snapshot (three weeks old as of this writing). This is true for the manual SOP as well.

Production minerva itself uses the products of the NEO pipeline (i.e. http://skyhook.berkeleybop.org/blazegraph-go-lego-reacto-neo.jnl.gz and http://skyhook.berkeleybop.org/go-lego-reacto.owl), so that should be the file used by noctua-models-migrations and SOP.
