As pipeline(s) stabilize, increase frequency and automation #371

After a series of issues and failures, snapshot production was reduced to occasional "manual" runs.

As things stabilize with improvements (see other items in project), we want to increase the frequency and automation in the pipelines.

As a first goal, discussed with @pgaudet , we're going to try having snapshots going every Monday.

Users should now be getting emails when snapshot (stage 2 snapshot-post-fail) succeeds. Noting for @suzialeksander .
