Add rsids to top hits #59

This PR uses resources from pheweb and lukfor/tabix-merge to annotate tophits with rsids.

Tasks:

[x] Test lukfor/tabix-merge with results from regenie. Report errors to @lukfor
[x] Checkout branch features/rsid-annotation
[x] Add tabix merge install command to docker: wget https://github.com/lukfor/tabix-merge/releases/download/v0.1.0/tabix-merge.jar
[x] Create process DOWNLOAD_RSIDSthat downloads meta data for genome build params.build and prepares the csv Index file
[x] Add tabix-merge annotate command to process ANNOTATE_FILTERED
