In an effort to better balance offensive/defensive players, introduce the following chances to shatter:
Shatter cooldowns scaled based on numbers of bars owned, starting with 4 days at 1 bar dropping down to a bottom limit of 8 hours at X bars. Ideally the scaling ranges looks something like:
0 bars - 4 days
30 bars - 8 hours
Chance of shatter on rout increases exponentially such that after X routs, the chance of shatter is almost guaranteed. We've also discussed introducing multi-bar shatters, but are thinking that might be best implemented as a structure ability
Completed with some changes to original design. Went with a simple algo that linearly scales cooldown with bar counts. Went with flat percentage increase to shatter chance
